The resource is either comatose (failed during loading/unloading) or unassigned.
A comatose state indicates the resource is not running properly and requires administrator intervention. Clicking Offline allows you to resolve the problem that caused the resource to become comatose. Once the problem is resolved, the resource can be returned to an online state. Resources must be offline before they can be edited.
An unassigned state indicates there isn't an assigned node up that the resource can be loaded on. Clicking Offline ensures the resource will not load or run on any node, even when assigned nodes are brought up.
